Charges

David Poon was charged with the following offences:

1.  13 counts of Sexual Assault, between January 1, 2009, and September 29, 2024, contrary to section 271 of the Criminal Code of Canada.

2.  Sexual Assault With a Weapon, on or about July 16, 2017, contrary to section 272(1)(a) of the Criminal Code of Canada.

3.  6 counts of Overcome Resistance by Administering a Drug, between July 20, 2014, and January 17, 2023, contrary to section 246(b) of the Criminal Code of Canada.

4.  22 counts of Voyeurism for a Sexual Purpose, between July 20, 2014, and July 23, 2025, contrary to section 162(1)(c) of the Criminal Code of Canada.

5.  12 counts of Voyeurism, between July 20, 2014, and April 21, 2025, contrary to section 162(1)(a) of the Criminal Code of Canada.

6.  5 counts of Make Child Sexual Abuse and Exploitation Material, between July 6, 2024, and September 29, 2024, contrary to section 163.1(2) of the Criminal Code of Canada.

7.  6 counts of Possession of Child Sexual Abuse and Exploitation Material, between January 1, 2009, and September 29, 2024, contrary to section 163.1(4) of the Criminal Code of Canada. 

8. 3 counts of Sexual Interference with 3 persons under 16 years old, on or about September 29, 2024, contrary to section 151 of the Criminal Code of Canada

9. Mischief under $5000, between June 1, 2022, and July 30, 2023, contrary to section 430(4) of the Criminal Code of Canada.

Charges 

David Poon was charged with the following offences: 

1.  Possession of Child Sexual Abuse and Exploitation Material, between August 4, 2025 and August 5, 2025, contrary to section 163.1(4) of the Criminal Code of Canada. 

2.  Access Child Sexual Abuse and Exploitation Material, between August 4, 2025 and August 5, 2025, contrary to section 163.1(4.1) of the Criminal Code of Canada.

Release Conditions 

On November 4, 2025, the following Release Conditions were imposed on David Poon: 

1.    Poon must reside with his surety each and every night. 

2.    Poon must notify Police of his address in writing within 24 hours of any change in address, employment or occupation. 

3.    Poon must not contact or communicate directly or indirectly by any physical, electronic or other means with persons under the age of 18 years, with specified exceptions:  

a.For the purpose of a retail or service transaction in a public establishment; 

b.For his own child while in the direct and continuous presence of his surety.  

4.    Poon must not possess any device capable of accessing the internet including, but not limited to computers, smartphones, gaming consoles, and tablets, except for the following: 

a.    One laptop and one smartphone for the purposes of his medical practice;  

b.    For the use of a “smart” television to access streaming services such as Netflix, Amazon Prime, Disney+ or similar services;  

c.    In the presence of his surety, using a password protected device owned by his surety, for which he does not have possession or access to the password; or,  

d.In the presence of his lawyer, using a device owned by his lawyer, for the purpose of reviewing disclosure or attending court. 

5.    Within 48 hours of his release and then once per calendar month, Poon must provide Police with:  

a.    His work schedule, physical work locations, and temporary residential addresses for the upcoming 8 week period; 

   b.    The serial number, make, and model of the laptop and/or smartphone used for the   purposes of his medical practice; 

   c.    The service provided and phone number associated to the smartphone used for the purposes of his medical practice; 

   d.    The publicly available IP address of his home modem; 

   e.    Any email address he intends to use for the upcoming 8 week period. 

6.    When travelling for employment, Poon must notify Police of the IP addresses of the wi-fi network he will use at his employment and temporary residence within 24 hours of his arrival. 

7.    Poon is not to be alone with any person under the age of 18. 

8.Poon must not possess any sexualized images or videos of persons under the age of 18 years. 

9.    Poon must not seek, obtain, or continue with any paid or unpaid activity that involves being in a position of trust or authority towards persons under the age of 18 years. 

10.  Poon must not use or possess any device capable of accessing the internet that: 

   a.    Has peer-to-peer, torrent, or usenet applications installed; 

   b.    Has any scrubbing software or other service designed to defeat forensic analysis of the internet capable device installed; 

   c.    Has any program or service designed to allow anonymous use of the internet (e.g. TOR  browser or VPN) installed; 

   d.  Accesses the internet using public wi-fi services, internet cafes, or via shared public computers (e.g. computers at a public library). 

11.  When interacting on any internet platform, Poon must use his full name as it appears on this release order. 

12.  Poon must not access any social media or online messaging platform including but not limited to Facebook, Instagram, X (formerly known as Twitter), Snapchat, TikTok, Omegle, Whatsapp, Telegram, Reddit, WeChat, Weibo, QQ, Quora, Discord, Twitch, or Mastodon.
