Charges

Dilan Dissanayake was charged with the following offences:

1. Possession of Child Sexual Abuse and Exploitation Material, between January 19, 2026 and January 28, 2026, contrary to section 163.1(4) of the Criminal Code of Canada.

2. Access Child Sexual Abuse and Exploitation Material, between January 19, 2026 and January 28, 2026, contrary to section 163.1(4.1) of the Criminal Code of Canada.

Release Conditions
 

On July 21, 2026, the following Release Conditions were imposed on Dilan Dissanayake:

1. Dissanayake must reside with surety at specified address.
2. Dissanayake must notify Police, 24 hours prior to any change in his address, employment, or occupation.
3. Dissanayake must remain in Ontario.
4. Dissanayake must surrender his passport and other travel documents to Police within 48 hours of his release.
5. Dissanayake must not seek, obtain or continue with any paid or unpaid activity that involves being in a position of trust or authority towards persons under the age of 18 years.
6. Dissanayake must not possess any sexualized images or videos of persons under the age of 18 years.
7. Dissanayake must not be alone in the company of person(s) under the age of 18 except for his own children.
8. Dissanayake must not attend a public park or public swimming area where persons under the age of 18 years are present or can reasonably be expected to be present, or a daycare centre, school ground, playground or community centre except while in the direct and continuous presence of his surety or while in the direct and continuous presence of an adult over the age of 25 who is aware of his criminal charges and is approved of by his surety in advance.
9. Dissanayake must not be in the company of or communicate, directly or indirectly, by any physical, electronic or other means with persons under the age of 18 years, 
EXCEPT for the purpose of a retail or service transaction in a public establishment.
EXCEPT for his own children. 
EXCEPT in person while in the direct and continuous presence of his surety or an adult over the age of 25 who is aware of his criminal charges and is approved of by his surety in advance.
10. Dissanayake must not use or possess any device capable of accessing the Internet including, but not limited to computers, smartphones, gaming consoles, and tablets, 

EXCEPT for one cell phone that is not password protected or encrypted, for which he will provide his surety and Police the IMEI number, service provider, and telephone number prior to using this device and he will turn this device over to his surety upon request at any time.
EXCEPT where he is not self-employed, for a device issued to him by his employer for the purpose of and while at his place of employment.
EXCEPT for the use of a “smart” television to access streaming services such as Netflix, Amazon Prime, Disney+ or similar services.
EXCEPT for the use of “smart” appliances such as speakers, lights, stove, fridge, and thermostat that connect to the internet using voice or display panel functionality.
EXCEPT in the presence of his surety using a password protected device owned by his surety, for which he does not have possession or access to the password.
EXCEPT in the presence of his lawyer using a device owned by his lawyer for the purpose of reviewing disclosure or attending court.
11. Dissanayake must not access any social media or online messaging platform including but not limited to Facebook, Instagram, X (formerly known as Twitter), Snapchat, TikTok, Omegle, Whatsapp, Telegram, Reddit, WeChat, Weibo, QQ, Quora, Discord, Twitch, or Mastodon.
12. When interacting on any internet platform, Dissanayake must use his full name as it appears on this release order.
13. Dissanayake must not use any device capable of accessing the internet that:
i. has peer-to-peer, torrent, or usenet applications installed;
ii. has any scrubbing software or other service designed to defeat forensic analysis of the internet capable device installed;
iii. has any program or service designed to allow anonymous use of the internet (e.g. TOR browser or VPN) installed; OR
iv. accesses the internet using public wi-fi services, internet cafes, or via shared public computers (e.g. computers at a public library).

Effective July 21, 2026, the Inquiries, Complaints and Report Committee (ICRC) made an interim order directing the Registrar to suspend the certificate of registration of Dr. Dilan Thushara Dissanayake under section 25.4(1) of the Code.
