Summary of Decision:
On January 16, 2024, the Tribunal found that Dr. Bahrami engaged in disgraceful, dishonourable or unprofessional conduct and failed to meet the standard of practice of the profession in his treatment of Patient A. The acts of professional misconduct found by the panel included that Dr. Bahrami:
  • failed to explain the type of examination he was performing on Patient A when she saw him for a physical, touching her in a manner that made her feel uncomfortable;
  • made inappropriate comments towards Patient A during an appointment
  • failed to do the following during an appointment where he examined Patient A’s breasts:
  • offer Patient A chaperone;
  • offer Patient A gown or drape;
  • obtain Patient’s A’s agreement prior to adjusting, moving, or removing her clothing, including her bra; and
  • provide Patient A with privacy while undressing and dressing.
On January 16, 2024 hearing, the panel ordered that:
  • The Registrar suspend Dr. Bahrami’s certificate of registration for three months commencing February 1, 2024.
  • The following terms, conditions and limitations by placed on the registrant’s certificate of registration effective January 17, 2024:
    1. Dr. Bahrami will, at his own expense, participate in the PROBE Ethics & Boundaries Program offered by the Centre for Personalized Education for Professionals, by receiving a passing evaluation or grade, without condition or qualification. Dr. Bahrami will complete the PROBE program within six (6) months of the date of this Order or, if it is not available within that timeframe, will complete it at the earliest available opportunity. Dr. Bahrami will provide proof to the College of his completion, including proof of registration and attendance and participant assessment reports, within one (1) month of completing it.
  • Dr. Bahrami pay costs to the College in the amount of $6000.00.
On March 11, 2024, the panel ordered that:
  • Dr. Bahrami appear before the panel to be reprimanded.
