Summary of Decision:

On December 2, 2016, the Discipline Committee found that Dr. Hill committed the following acts of professional misconduct:

  • failing to maintain the standard of practice of the profession; and

  •  engaging in an act or omission relevant to the practice of medicine that, having regard to all the circumstances, would reasonably be regarded by registrants as disgraceful, dishonourable or unprofessional. 

 

The Discipline Committee also found that the registrant is incompetent.

 

On December 23, 2016, Dr.  Hill filed a Notice of Appeal with the Divisional Court appealing the Discipline Committee’s finding dated December 2, 2016.

 

On May 17, 2017, the Discipline Committee ordered that:  

  1. the registrant attend before the panel to be reprimanded; 

  2. the Registrar revoke the registrant’s certificate of registration effective immediately; and

  3. the registrant pay the College costs in the amount of $69,538 within 60 days of the date of the order.

On June 10, 2017, Dr.  Hill filed a Notice of Appeal with the Divisional Court appealing the Discipline Committee’s order May 17, 2017. 

 

On October 3, 2018, the Divisional Court dismissed Dr. Hill 's appeal for reasons provided in Hill v. College of Physicians and Surgeons of Ontario, 2018 ONSC 5833. https://canlii.ca/t/hvd70.

 

On October 16, 2018, Dr. Hill filed a Notice of Motion seeking leave to appeal to the Court of Appeal the decision of the Divisional Court. On March 15, 2019, the Court of Appeal dismissed the Dr. Hill’s motion for leave to appeal.
