Summary of Decision:

On June 11, 2018, the Discipline Committee found that Dr. Feigel committed the following acts of professional misconduct:

  • sexually abusing a patient; and

  •  engaging in an act or omission relevant to the practice of medicine that, having regard to all the circumstances, would reasonably be regarded by registrants as disgraceful, dishonourable or unprofessional. 

 

On December 17, 2018, the Discipline Committee ordered that:  

  1. the registrant attend before the panel to be reprimanded; 

  2. the registrant reimburse the College $ 32,120 for funding provided for therapy and counselling under s. 85.7 of the Health Professions Procedural Code, and to post security acceptable to the College to guarantee the payment of this amount, within 30 days of date of the order; and

  3. the registrant pay the College costs in the amount of $33,500 within 30 days from the date of the order.

Summary of the Undertaking given by Dr. Roman Feigel to the College of Physicians and Surgeons of Ontario, effective November 22, 2018:

On June 11, 2018 the Discipline Committee found that Dr. Feigel committed an act of professional misconduct in that he engaged in the sexual abuse of two patients and in that he engaged in an act or omission relevant to the practice of medicine, that having regard to all the circumstances, would reasonably be regarded by members as disgraceful, dishonourable or unprofessional.

A College investigation was conducted into whether Dr. Feigel engaged in professional misconduct.

In the face of the Discipline Committee findings and the investigation, Dr. Feigel resigned from the College and has agreed never to apply or reapply for registration as a physician in Ontario or any other jurisdiction.
