On September 20, 2024, the Tribunal found that Dr. Steinberg engaged in disgraceful, dishonourable or unprofessional conduct and conduct unbecoming a physician by:

Patient A
  • Failing to maintain appropriate boundaries with Patient A, including by renting an apartment to Patient A;
  • Inappropriately ending the physician-patient relationship with Patient A;
  • Inappropriately threatening to disclose Patient A’s information, including personal health information, to third parties;
  • Inappropriately threatening to withhold prescriptions for Patient A;
  • Asking and intimidating Patient A to withdraw her complaint to the College; and
  • In his conduct and communications with the College, including in advising the College that Patient A did not want to continue her complaint
Patient B, C, D
  • In his failure to maintain appropriate boundaries with Patient B, including by hiring Patient B to work for him in connection with his properties;
  • Inappropriately threatening to withhold prescriptions for Patient B, Patient C, and Patient D; 
  • In his conduct and communications with Patient B, Patient C, and Patient D; and
  • Inappropriately ending the physician-patient relationship with Patient B, Patient C, and Patient D.
The Tribunal further found that Dr. Steinberg engaged in disgraceful, dishonourable or unprofessional conduct in his conduct and communications during and following a medical appointment with Patient E.

The Tribunal ordered that: 
  1. Dr. Steinberg attend before the panel to be reprimanded; 
  2. the Registrar suspend Dr. Steinberg’s certificate of registration for eight (8) months commencing September 21, 2024 at 12:01 a.m.;
