On January 11, 2023, the Ontario Physicians and Surgeons Discipline Tribunal found that Dr. Otto committed the following acts of professional misconduct:
- being found guilty of an offence relevant to the registrant’s suitability to practice; and
- engaging in an act or omission relevant to the practice of medicine that, having regard to all the circumstances, would reasonably be regarded by registrants as disgraceful, dishonourable or unprofessional.
On the same date, the Tribunal ordered that:
- the Registrar revoke the registrant’s certificate of registration effective immediately; and
- the registrant pay the College costs in the amount of $6,000 by February 28, 2023.

On April 23, 2018, the Discipline Committee found that Dr. Otto committed the following act of professional misconduct:
engaging in an act or omission relevant to the practice of medicine that, having regard to all the circumstances, would reasonably be regarded by registrants as disgraceful, dishonourable or unprofessional.
On the same date, the Discipline Committee ordered that:
the registrant attend before the panel to be reprimanded;
the Registrar suspend the registrant’s certificate of registration for 3 months commencing May 7, 2018 at 12:01 a.m.;
the Registrar place terms, conditions and limitations on the registrant’s certificate of registration; and
the registrant pay the College costs in the amount of $6,000 within 60 days from the date of the order.

On May 4, 2018, Dr. Otto filed a Notice of Appeal with the Divisional Court appealing the Discipline Committee’s order dated April 23, 2018.
On January 28, 2019, the Divisional Court dismissed Dr. Otto 's appeal for delay.
On October 5, 2015, the Discipline Committee found that Dr. Otto committed the following acts of professional misconduct:
failing to maintain the standard of practice of the profession; and
engaging in an act or omission relevant to the practice of medicine that, having regard to all the circumstances, would reasonably be regarded by registrants as disgraceful, dishonourable or unprofessional.
On the same date, the Discipline Committee ordered that:
the registrant attend before the panel to be reprimanded;
the Registrar suspend the registrant’s certificate of registration for 2 months commencing October 6, 2015 at 12:01 a.m.;
the Registrar place terms, conditions and limitations on the registrant’s certificate of registration;
the registrant to pay a fine of $10,000 to the Minister of Finance within 6 months; and
the registrant pay the College costs in the amount of $4,460 within 60 days of the date of the order.
