On November 6, 2024, the Tribunal found that Dr. Israel engaged in disgraceful, dishonourable or unprofessional conduct and committed sexual abuse of:
- Patient A, by engaging in touching of a sexual nature including her genitals, kissing and hugging Patient A, and making remarks of a sexual nature.
- Patient B, by engaging in touching of a sexual nature of Patient B’s breasts and making remarks of a sexual nature.
The Tribunal further found Dr. Israel guilty of an offence relevant to his suitability to practice and conduct unbecoming a physician, having been found guilty of assault under section 266 of the Criminal Code of Canada.
Additionally, the Tribunal found that Dr. Israel contravened a term, condition or limitation on his certificate of registration and engaged in disgraceful, dishonorable or unprofessional conduct by breaching his undertaking with the College by engaging in over 110 professional encounters with patients without the presence of a Practice Monitor.
The Tribunal ordered that:
1. Dr. Israel attend before the panel to be reprimanded.
2. The Registrar revoke Dr. Israel’s certificate of registration effective November 7, 2024 at 12:01 a.m.
3. Dr. Israel pay the College costs in the amount of $6,000 by December 9, 2024
4. Dr. Israel reimburse the College $35,880 for funding provided for therapy and counselling under s. 85.7 of the Health Professions Procedural Code and post security acceptable to the College to guarantee the payment for these amounts, by December 9, 2024.

o Dr. Israel shall comply with the College Policy #2-07 “Practice Management Considerations for Physicians Who Cease to Practise, Take an Extended Leave of Absence or Close Their Practice Due to Relocation”, a copy of which is attached at Schedule “A” to this Order; and
o Dr. Israel will participate in and unconditionally pass the PROBE Ethics & Boundaries Program offered by the Centre for Personalized Education for Professionals, with a report or reports to be provided by the provider to the College regarding Dr. Israel’s progress and compliance. Dr. Israel will complete this requirement within 6 months of the date of this Order.
- Dr. Israel attend before the panel to be reprimanded.
- Dr. Israel to pay costs to the College in the amount of $6,000.00 within 30 days of the date of this Order.
Koma Israel was found guilty of the following offence:
1. Assault contrary to s. 266 of the Criminal Code of Canada.

SENTENCE: Suspended sentence with 2 years’ probation;
Probation conditions:
1. Keep the peace and be of good behaviour;
2. Appear before the court when required to do so by the court;
3. Notify the court or the probation officer in advance of any change of name or address and promptly notify the court or the probation officer of any change in employment or occupation;
4. Report to a probation officer within 5 working days either in person or by phone and after that, at all times and places as directed by the probation officer or any person authorized by a probation officer to assist in your supervision.
5. Cooperate with your probation officer. You must sign any releases necessary to permit the probation officer to monitor your compliance and you must provide proof of compliance with any condition of this Order to your probation officer on request.
6. Do not contact or communicate in any way, either directly or indirectly, by any physical, electronic or other means, with a named person except in the presence of or through legal counsel, as required for the College of Physicians proceedings or hearings.
7. Do not attend any place you know a named person to live, work, go to school, worship frequent or any place you know the person to be except for required court attendances except in the presence of or through legal counsel, as required for the College of Physicians proceedings or hearings.
8. Attend and actively participate in all assessment, counselling or rehabilitative programs as directed by the probation officer and complete them to the satisfaction of the probation officer.
9. You shall sign any release of information forms as will enable your probation officer to monitor your attendance and completion of any assessments, counselling or rehabilitative programs as directed.
Dr. Israel must not engage in any professional encounters, in person or otherwise, with patients of any age, in any jurisdiction, unless the patient encounter takes place in the continuous presence of a monitor who is a regulated health professional acceptable to the College, and unless the other requirements provided in Dr. Israel’s Undertaking with the College are fulfilled. For further clarity, Dr. Israel must not be alone with any patient during any professional encounter.
Dr. Israel shall post a sign in all waiting rooms, examination rooms and consulting rooms, in all Practice Locations, in a clearly visible and secure location, that states: “Dr. Israel must not have professional encounters, in person or otherwise, with patients of any age, unless in the continuous presence of a practice monitor acceptable to the College of Physicians and Surgeons of Ontario. Dr. Israel must not be alone with any patient during any professional encounter. Further information may be found on the College website at www.cpso.on.ca”.
