In its reasons for decision released August 22, 2025, the Tribunal found that Dr. Khulbe sexually abused Patient A. The Tribunal further found that Dr. Khulbe engaged in disgraceful, dishonourable or unprofessional conduct, including:
  • in her conduct and communications with Patients B, C and D;
  • by inappropriately administering a substance (procaine) to herself and to Patients A, B and D; and
  • by failing to maintain appropriate boundaries with patients, including hosting social gatherings at her medical clinic where alcohol was consumed and procaine was administered.
In accordance with section 51(4.2) of the Code, the Tribunal suspended Dr. Khulbe on an interim basis, given the nature of the sexual acts she was found to have engaged in with Patient A. The suspension took effect at 12:01 a.m. on August 23, 2025, and remains in place pending the outcome of the penalty hearing.
