Summary of Decision:
On December 12, 2025, the Ontario Physicians and Surgeons Discipline Tribunal found that Dr. Thirlwell committed the following acts of professional misconduct:
- failing to maintain the standard of practice of the profession;
- failing to respond appropriately or within a reasonable time to a written inquiry from the College; and
- engaging in an act or omission relevant to the practice of medicine that, having regard to all the circumstances, would reasonably be regarded by registrants as disgraceful, dishonourable or unprofessional.
The Tribunal also found the registrant incompetent.
On February 11, 2026, the Tribunal ordered that:
- the registrant attend before the panel to be reprimanded;
- the Registrar revoke the registrant’s certificate of registration effective February 12, 2026 at 12:01 a.m.; and
- the registrant pay the College costs in the amount of $10,370 by March 13, 2026.

A College investigation was conducted into whether Dr. Thirlwell engaged in professional misconduct and/or is incompetent in her sleep medicine practice. As a result of the investigation:
Dr. Thirwell must not issue new prescriptions or renew existing prescriptions for or administer any of the following substances:
Narcotic Drugs (from the Narcotic Control Regulations made under the Controlled Drugs and Substances Act, S.C., 1996, c. 19); and
Narcotic Preparations (from the Narcotic Control Regulations made under the Controlled Drugs and Substances Act, S.C., 1996, c. 19).
