  • providing treatment to Patient A, an individual with whom he had a close personal relationship, contrary to the College’s Treatment of Self, Family Members and Others Close to You policy; and
  • disclosing without authorization the personal health information of other patients to Patient A, contrary to the College’s Protecting Personal Health Information policy.
The Tribunal ordered that:
  1. Dr. Keys attend before the panel to be reprimanded;
  2. the Registrar suspend Dr. Keys’ certificate of registration for ten (10) months commencing December 11, 2025;
  3. the Registrar place terms, conditions or limitations on Dr. Keys’ certificate of registration; and
  4. Dr. Keys pay the College costs in the amount of $6,000 by January 10, 2026
